It felt like the switch from skillchips that were physical items to skillsofts as data was a deliberate design choice in the 5e core rulebook to make things feel like they belong in the new wireless world of the 2070s, but then when the chipjack was added, not enough attention was paid to the way the design had been re-worked, and too much of the description of the chipjack from previous editions was left in, including the reference to physical skillchips. So I'd say errata the chipjack, not the skilljack.

In game terms, the chipjack works fine as an auxilliary processor for the skilljack, that improves its effectiveness.
