OK, I'm thinking I've got some misprints in my book, or I'm missing some nuance.
Full Disclosure: I've never actually played Chill, so I'm not an expert on it. I figured I'd give this a go to help out the person in our group who wants to run this. That being said ...

I've got basic character creation done ... I think ... maybe ... I'm using the prefab envoys in the book to validate my assumption.

With Basil "BB" Bottomley, I end up with one point left over.
I would normally be suspicious of my work before being suspicious of the book, but I moved on to a bigger sample size. I moved on to Rory Calhoun, and I noticed that Rory has a Perception of 50 and an investigation of 27. According to my reading of the rules, investigation is based on perception, and it's either half the value or the full value, depending on points spent. So it can only either be 25 or 50. It cannot be 27.

So now I'm more suspicious of the book.
