Hey there Azgulor,
To me, this looks like some unintended side effects of recent changes we've made to cut down on things that typically don't need to be evaluated for NPCs, I'm not exactly certain if this behavior is 100% intentional or now but I'm going to send this up to the team so it can be reviewed.
