I'm pretty sure that what Ryulin24 is referring to is the Magical Tattoos created with the
Inscribe Magical Tattoo Feat from Inner Sea Magic.
I have the Campaign Setting #6 package with Inner Sea Magic, and though it doesn't support the general case of the magical tattoo, the four sample types that were specified in the book are included.
