No doubt. I'm just pointing out that if it had done a validation check & greyed out the option, the player in question wouldn't have been fooled into thinking it was a valid Power Drawback to place on his power.
In a game I was running, what you describe above would get a Custom Power Drawback: Obvious (noticed at great distances/notice check range penalties are halved for the observer) or similar wording.

A) Thanks Lone Wolf for the partial fix of this.
B) I say "partial fix" because now I see two 'Drawback: Noticeable' entries on the list. One "active blue" and one "greyed out" with the proper alert about requiring a passive effect. This matters because if someone has the "only valid" filter switched on, they will only see the incorrect "active blue" entry.
