I ran into this issue also. It seems to be because the now 64-bit HL is trying to launch the non-64 bit HLExport when you select it from the menu. I browsed to my C:\Program Files\Hero Lab folder and got the same error when I tried to launch HLExport.exe. But when I launched HLExport64.exe it launched fine and I was able to do the export I was attempting.
