Ualaa, that is how Hero Lab is supposed to work. The basic races and templates are in races.
Specific instances of creatures, prebuilt characters and the like are under the Encounter Builder but only if they are made in a special portfolio called a stock file. If the developers at FG didn't make the character, it will not be there.
