Until Sum to Ten is available, you can work around it. Set 1 priority to the magic/resonance you want, set a second priority that unlocks the race you want, and you can modify attribute points, skill points, and nuyen (by adding karma) on the Permanent Adjustment section of the Personal tab. It's a bit cumbersome, but it works for now.
