From the FAQ:

Q: What sort of functionality will there be for the creation of custom content and will this impact the community packs?

A: Our intention is that you will be able to add your own custom content. Support for user-created data files to augment existing game systems has been designed into everything, as that capability is critical to the success of various game systems we currently support. That said, the details of exactly how and when that will be made available within Hero Lab Online are still being worked out. This primarily impacts the existing game systems in Hero Lab Classic, so we’ll address this topic in detail when we migrate those game systems to Hero Lab Online.

There's only a little I can add at the moment...

We're not going to be changing the fundamental structure of existing game systems. Doing that would have massive ripple effects into all the custom content that everyone has created.

New game systems will be optimized for Hero Lab Online. Case in point being Starfinder. And that means there will be lots of work involved to support Classic, as well - as I outlined above.

The huge change to game systems is the UI when going between Classic and Online. All of the internal structure will remain basically unchanged.

There should be an Editor in Online, just like there is in Classic, for adding new content.

Things get vastly more complicated with Online when it comes to sharing custom creations. We've got stuff mapped out, but it still needs refinement and there could be gotchas we haven't yet thought of. So we're not giving out concrete details until we're certain of everything.

Hope this helps a little,
Rob
