So I tried this again, I think this was a Win10 update issue. After I wrote this and was shutting down my surface it went into "Installing Updates" that took a very long time before it finally shut down.
Trying again today, I notice a little lag when I open a map, but nothing like last night.
So, it was me. thank you. I consider this thread closed.
