1) I'm guessing this is for the Master of Magic ability? Create that as a Framework ability, and bootstrap the Edges to it. That's how the Inner Light ability for Cyber-Knights is done.
Otherwise use something like
#resmax[resEdge] += 1 to increase the Maximum number of edges.
