That's a bug that you should probably report via the
Bug-Reporting Form, bmacvicar.
And I agree, unlike the Enhanced Accuracy power that I thought was a bug but turned out to be me misreading the power in the rulebook (HeroLab got it right), Improved Ability definitely should permit the improvement of social skills.
