Unfortunately, it takes some reasonable dedication even to get a custom .user file done, and everyone has the tools for that. A full blown game system requires the Authoring Kit, a significantly deeper knowledge of the program, and some serious dedication, even in a comparatively simple system like BESM (where most of the heavy lifting lands where you're at now, putting in the Attributes, Defects and so on), so it only tends to get done for really popular systems...and those are often ones LW themselves will usually try to get.
