1. Add the "Extra Discovery" feat
2. Add the "Feats Allowed" adjustment at +1 so that your feat count remains correct.
3. Add the "Feat, Bonus" adjustment and set it to select Extra Discovery, so that you can have it despite not technically having discoveries yet.
You could also use the editor to create a custom Archetype for the Alchemist that gets tanglefoot bombs in place of vanilla bombs, if you're up for editing and want a more comprehensive solution. Otherwise, the steps above should suffice.
