Hi all.
This is not a Hero Lab question, but a general Mutants & Masterminds questions. But this is the only M&M-related forum that I'm on so I was hoping it would be okay to ask it here.
In the M&M HH, it states "If the Healing check fails, you must wait one minute or use extra effort in order to try again."
Does that mean when a character fails on a Healing check, she can't use the Healing power again at all for one minute (assuming she does not use extra effort)? Or does it mean that she can't using the Healing power on the same target for one minute?
Thanks in advance for any clarification. Again, sorry for asking a general M&M question on this forum.
