There hasn't been any development on Army Builder for 4 years, and the LW team already have too much work to catch up on with Hero Lab. As stated by Rob years ago, if you want a translation tool you could build it yourself. This may be the only way it happens - It is extremely unlikely that LW will do something like this themselves.
