For anyone who is experiencing this problem, I've attached a file to this post - download it, put it in your c:\HeroLab\data\4e\ folder, and everything should start working. (The downloader wasn't copying that file into the correct place.)
For everyone else, I've just uploaded a new version of the data files that fix this problem, so people shouldn't encounter it again.
