Double check Helbrecht's rules - in his command squad, unlike normal command squads, neophytes are allowed, and only one of them is allowed to carry the banner, rather than an initiate.
(While checking if this was a previously reported bug at
www.ab40k.org, which is where the maintainers coordinate their work, I did notice an error they said would be fixed in the next release - the neophyte standard bearer costs more than he should).
