I'm trying to make a template for something that has a slower swim speed than it would normally have.

I noticed that you have "Everything" showing for the picks in the flaw screen. If you click on the drop down box and choose "Only Valid Items" then everything that is ghosted out will not show....

NPCs are getting maximum hit points for first level if they are a creature that doesn't have racial hit dice and have a class. They should be getting half rounded down for first level.

The one released May of 2009? That's in 3.5 stats. Also it only has one dragon of each color listed in the book. Not too much there to tell you the truth, just a couple of feats.
