Wouldn't there be 5 racial custom specials, then, one for each dragon race? Otherwise, you make the user choose the custom for throwback, then choose the dragon type - why not present them only one...

I added 5 levels of fighter, DEX 12, and +1 full plate to a blank character, and the AC is 21.
