I think they should be separate, but grouped together, sources. That provides the most flexibility for the user, if it's needed, particularly for groups who may not have some of the extra source...

That's a question for the Rifts thread. That depends on how they are trying to organize things as to which .dat file it should be in so that's heavily dependent on that specific project.
