For me, if there's an Hindrance (or an Edge)...

For me, if there's an Hindrance (or an Edge) already then I will bootstrap it. At least I've tried to be consistent with it, but like you I can't say I always have been. :)

Ah, ok. With that being an issue I did some digging. Add the User.HindMajor tag instead.

Let me know if that doesn't work and I'll do some more digging for how I've done it in the past...

That way you could preclude an existing edge and have a setting-specific version of it which would meet existing Prereqs, etc.
