I solved the issue. Search the ddi_feats.dat...
I solved the issue.
Search the ddi_feats.dat file for the string "fWizRitCas" and remove the entire line:
<bootstrap thing="fWizRitCas"></bootstrap>
Save the file. HL should then load.
