In the notes section for the Pistol it states that pistols "May be used in close combat at Strength 4".

I believe that the pistol has been nerfed to Strength 3 while in close combat. At least...

Pistoliers can move and shoot, but not Outriders IF they are armed with a Repeating Handgun. If the Outriders are armed with a Pistol and a Repeating Pistol, then they can Move and Shoot. So it...
