Is the Authoring Kit for completely new game design, or can it be used to extend a game package. For instance if I wanted to add a race or class or even a magic item to 4e?

The Authoring Kit is intended for the creation of data files for a completely new game system. For an existing game system, you add content to that game system via the integrated Editor. So for 4E, you would go to the Tools menu and select Launch Editor. Then you can easily add whatever races, classes, etc.

If you need to write scripts for your 4e content, you can then refer to the Authoring Kit documentation for details on the syntax and what capabilities are available. However, you will generally be writing relatively simple scripts that won't require all the complexities of the Authoring Kit.
