Background: Birth - Among Another Race

Once this Background is chosen it gives no other options to select the skill to receive the bonus. Is there a workaround for this?

Looking at it in the editor, its just flat out incomplete. I'd have to look around to find another skill-bonus granter to tell you how to fix it, if it can be easily done.
