Hell on Earth: Reloaded v3.5 Release Notes

And right on the heels of v3.4 a couple of more things I missed showed up. The new v3.5 fixes Cyborg Edges to properly be available for Heavy Cyborgs as well as Light. And I fixed Heavy Cans to have 4 Cyborg Edges instead of just 2.
