Creating new weapon proficiency group

Is there a way to do as the title says? I want to create a weapon proficiency group that only includes one-handed firearms.

Need more details because HL already has one handed and two-handed Firearms proficiency tags and logic.

So what "exactly" are you trying to script/make?
