No. There are enough changes to base character builder that this will be a new license.

Have you taken a look at the Tactical Console in Hero Lab? It's already tracking initiatives and effects. You've still got to roll your own dice, but then you can apply the damage in Hero Lab.

Will we be able to use supplemental material to create personal content?

What is the point, if I can't take a piece of gear or an NPC from an adventure or supplement and make changes to it so it will fit my game better or use it as the basis of a new piece of gear or NPC?

Also will there be a place for GMs' share NPCs (user content)?
A stable of fully developed NPCs/Critters (with a well laid out character sheet and a small combat sheet with combat weapon and spell info) would be a major help to any Shadowrun GM.
