Customer tracked item not showing up

After much hunting around for (and failing to find) a way to add a new Special Ability, I realized I was making things too tough for myself. While I'd love for it show up in the Special Abilities tab, because the ability doesn't have any math-based game mechanics I figured I'd just create a Tracker item and have it Show in Tracked Resource List. The description:

Spellplague
When an opponent misses an attack, you may reflect that attack back at them. After using this ability you may not use it again until after a long rest.

Uniqueness:
Add Once

There's one field:
trkMax 1

And two Tags:
User Tracker
Usage LongRest

Show in Tracked Resource List is checked. Under Base Charges I've got 1. I added the 5e Players Handbook in case it was relying on needing a Source. But I'm not having any luck getting it to show up in Tracked Resources and Abilities (let alone Special Abilities).

If someone can point me in the right direction I'd really, really appreciate it.

When you create a tracker, you have to bootstrap it to something that you add to your character.

Since you're poking around in the editor, you don't have to have scripting to do what you want.

Keep the tracker you made and copy the ID you gave it for a step later.

Go to the Adjustments tab in the editor.

Create an adjustment and give it an ID different from the tracker.

Choose a category - I suggest miscellaneous.

Check the two boxes that say:
No Incrementer?
No Plus Sign?

To the right side you will see blue buttons. One will be Bootstraps.

When you click on the Bootstrap button the dialog box that pops up, click on the words "Click to add another bootstrap"

You can hit the Choose button on what pops up, and either type the ID of the tracker you made or by typing part of what you named the tracker.

Hit OK, and when you get back to the adjustment, Save and Test Now.

You should be able to go to the adjustment tab on the character and add the new adjustment to your character, the tracker will now show up on the In Play tab.
