Commissar - No Power Fist Option?

I can give a Commissar a power fist for a Platoon Command Squad, but I cannot for a regular infantry squad, even though the Imperial Guard codex says I can?

Look again. Platoon Command Squads and Infantry Squads have different options. The files are correct.
