Trying to build new class, please help
 
Working in the SRD 3.5 game, I'm trying to add the spell less
ranger from the complete warrior. I've started with a copy of the ranger
class and it works for the most part but I can't add a favored enemy. It
does work if I add a level of the standard ranger so I'm assuming that
somewhere there is a check to see if the character has Ranger Levels. I
can 't find that code. I've included a copy of the data file. can you
please tell me what I'm doing wrong and point me to the documentation
where this is described? I seem to be unable to find it.

Favored Enemy is buried so deep, it's next to impossible to do anything with it.

That said, there is an easy solution. In the community set, the spell-less Ranger is available as a variant class. If you have the set, just turn on variant classes in your Hero Configuration window, add a level of Ranger then add "Ranger (No Spells)" in the Variant Classes tab and you should be all set. (Make sure Complete Warrior is also activated in your configuration.)
