Affliction only 3rd tier or only 2nd and 3rd tier
 
It's been shown ye can have Affliction have "Limited Degree" taking out the 1st degree (so only the 2nd and 3rd are there) or further limiting it by taking out both the 1st and 2nd (so only the 3rd is there).

Can we get a flaw put into the program to reflect this? Basically doing the reverse of Limited Degree (The first one takes away the 1st degree, the second application takes away both 1st and 2nd degrees)?

Hmm, how would that work; you'd need to fail two saves to get any effect at all, and once you did, you got the second level effect?

Exactly, with Affliction (Limited Degree - 3rd only -2/r) you would have to acheive a 3 degrees in one try before it would have any effect at all. Also if you had only one level of limited degree and made it 2ny and 3rd (dropping the first degree) then you would nuot effect the target unless you got at least 2 degrees of success with better effect on three degrees. Cumulative and Progressive would help acheive these hight degrees easier however.

One of the power profiles released recently had Petrifying Gaze that was a Progressive Affliction with Limited Degree x2 - Only 3rd degree, so it seems that Green Ronin believes that droping the lower degree is a valid power option.

Hero Lab rrmoves degree's from the top level down, meaning you cannot build the power mentioned above.

Here is the language for the Limited to Third Degree Affliction:

For non-cumulative Afflictions, this means if three degrees of effect are not generated on the initial resistance check, the effect fails. –1 point per rank.
Note this is only -1 per rank, not -2.

I'd be interested in seeing if that is covered in the errata, as one application of the limitation is worth -r/r and that only removes 1 of the three tiers.

The Petrify Power from the Elements Power Profile has Limited to 3rd Degree as a -1 Flaw, as does the Profile this Flaw was first suggested in (don't recall which offhand).

Also, I think it would be fair to say that not all 3 tiers of Affliction should be considered equal. The first 2 tiers can be resisted every round while the 3rd tier takes a whole minute or at least 10 times as long.

I haven't seen a published power that uses 2nd and 3rd degrees for Affliction but not the first one. This could be desirable at some point, but offhand I don't think it's strictly necesssary.

And in the meantime, I've been using the Customize option combined with a custom Limited in HeroLab to do Limited to 3rd Degree, which works fine, but a built-in Flaw would be most welcome.
