Changes Invoked Even When User File Is Not

I created a user file for FATE: The Secret of Cats that hides a number of skills and stunts that are not used in that setting. However, they are hidden whether I include that setting in the Configure Hero window or not.

Suggestions?

How did you hide them? The *Hidden and *Replace tabs' contents are applied before sources are checked, if you meant that you used one of those tabs for your hiding.

*Preclude allows you to specify a particular thing and a source, and preclude the use of that thing while that source is active.
