Modifications for Programs

I would like to add a modification to Programs, in Particular Datasofts.
There two that would be useful. Protection and Data Bomb. Allowing for a rating. Just for ease of putting it in a Host.
What I can't figure out is what Modification Category to use or would something else need to be set?
