Smoke and Mirrors

I am making my first Hacker and am reading the programs. Specifically Smoke-and-Mirrors. How to I choose the level 1-5 to increase my Sleaze rating (while increasing my noise rating)?

I don't think the mechanic exist so just make In Play adjustments.
