Generic Attack-specific bonus?
 

Since a few people from the older 4e crowd have been sticking their heads in occasionally, maybe one of you might know this:

Is there a way to code something to give a bonus to all attacks, but only attacks in the 4e code? The Dragonborn Fury race feature does this when the Dragonborn is bloodied, and I've been stumped by the apparent lack of anything resembling a generic attack modifier in how to implement it.
