-> click on one of the existing "tags" should also include some more options like:
(1) remove tag from this topic
(2) remove tag from this topic and all governed content
(3) add tag to all governed content

-> click on one of the existing "links"
(1) remove link from this topic
(2) remove link from both topics
(3) remove link from other topic

-> click on one of the relationships
(1) remove relationship
