Toughness Save

Maybe I'm missing something but you can't seem to buy up your Toughness save using the program. Aside from buying Protection or Defensive Roll, how can you do this?

Unless you're a construct, buying Toughness save isn't allowed. From the
MM rulebook p33: "You can only increase Toughness saving throw bonus
above your base Constitution bonus with feats and powers."

There are a few powers that increase your Toughness save. The Defense Roll feat also increases your Toughness save (+1 for each rank in the feat.). I found this out the hard way, in the course of a 1e-to-2e translation I and one of my friends are working on.

Indeed - in M&M 2e there's no way to directly increase your toughness
save, you have to use a power like Protection or Force Field (possibly
Limited to a certain damage type).
