2.2 Bug - Shink Power strength modifiers

After the 2.2 update: Bug - Shrink Power is adding strength modifier rather than subtracting.

Thanks, I messed this up when I was making the change to allow powers to
add temporary or permanent modifiers. :( It'll be fixed in v2.2a, which
should be out very soon.
