How would I apply Partial Modifiers?

Hi,

I can't seem to find a way to get Hero Labs to allow partial modifiers. I have a character that uses the Penetrating Attack as a partial extra, but can't get the blast power to allow me to choose partial ranks in the extra. Was this something missed during development or have I missed something?

Partial modifiers weren't finished in time to be included with the
public preview, but they'll be in the final version.
