How much of the M&M dataset is going to center around the archetypes produced by various sources for M&M characters, and how much will be based on people building characters from scratch?

The data files are going to be centered around building characters from
scratch. However, pre-created archetypes from the different books will
definitely be included, so if you wanted to use them as a base you can
absolutely do that.
