Unable to update to 4.3

When trying to download 4.3, from this URL http://www.wolflair.com/download/hp/hl43_win_install.exe

I get the following message....
Duplicate headers received from server and it fails to download...

For some reason, I am not able to download from the application, so it sent me to the file location, and that is not working either...
