I need to create a template that can be added to normal races, how would I go about starting?

It's come up in my game lately that the villains are a group of eugenically augmented supermen and I'm trying to make the template to make them.

Sounds definitly like an modified Vampire quality.

A question from me: Is there a way to give the magic stat an new minimum (and maximum) value?
