I am currently adding the new clans, bloodlines, and disciplines.

I will update as often as possible.

Its not much but here is what I have so far.

How do I use it? May you show me?

Just download the latest .user file and put it in the appropriate game data directory, in this case grab the one called 06.15.2012.user above and put it in C:\ProgramData\Hero Lab\data\wod. The next time you load Hero Lab with World of Darkness it will automatically read and include the information from that file. If you want to add clans to the file then open it up from Tools -> Launch Editor then File -> Open Data File... and you can add them in there. You may want to look at the HL - Authoring Kit forum for more details on what all the stuff in the Editor means and how to work with it.

Is there anyway to adjust the initial number of points do spent in the character creation? I want to create some elders to use in my chronicle.

Where can I now get the updated files? I am eager to use Hero Lab in a Requiem game I have been asked to play in.

I think it was VII and Ancient Bloodlines (Requiem for Rome), I have been through a rough couple of years, but am finally at a place where I can work on this more (all my belongings were destroyed and I was made homeless this time last year, but I have bounced back and am back on top of things and life is great) I will start coding more into this, and will make updates in this thread as progress is made.
