Assuming you are talking of the sniper rifle (what is a
scout
rifle?), you are wrong. At the beginning of the codex it is
clearly stated, that only normal squad members can get
optional weapons, not the sergeant.

You can upgrade the sergeant to a veteran sergeant who may
be equipped with wargear, but the sniper rifle isn´t part of
the wargear, so no rifle for the sergeant.
